The Minister of Ecological Transition signed the Decree implementing Investment 5.2 (M2C2) of the National Recovery and Resilience Plan. The measure makes 450 million euros available to finance projects aimed at developing the green hydrogen supply chain.
Specifically, of the 450 million total envisaged by the National Recovery and Resilience Plan, the following are assigned:
– 250 million to IPCEI projects (Important Projects of Common European Interest) for the construction of plants for the production of electrolysers;
– 200 million for further projects that will be selected through public tenders soon to be published, aimed at the construction of both additional plants for the production of electrolysers, and plants for the production of components for the services of the electrolysers themselves.
These funds will be used to develop the green hydrogen supply chain, which is fundamental in the decarbonisation process of industry, services and transport.
The Decree aims to create an all-Italian supply chain by June 2026 with plants that produce electrolysers, the machinery that allows you to separate the hydrogen from the oxygen present in the water, not using fossil fuels but renewable energy, and associated components. The goal is to install a total annual power of at least 1 GW, which will allow us to meet the demand for green hydrogen.
To date, a program agreement has already been defined with ENEA. According to reports from various press agencies, the agreement provides for a maximum contribution of 110 million euros for the activities of an operational research plan. Furthermore, the procedures for awarding tenders for companies relating to hydrogen research projects will be concluded by 24 June (the terms for participation expired a couple of weeks ago).
Through this investment, Italy aims “to expand the hydrogen market and become a leader in a highly innovative sector, creating new skills and jobs”, explains Mite.
